The Tactical Leadership Programme confirms that the second flight course of the year will not be rescheduled due to the complexity of reorganizing the multinational training schedule.
The annual planning of the Tactical Leadership Programme (TLP) for 2026 will remain unchanged despite the cancellation of the Spanish Air Force and Space’s participation in Exercise Red Flag, a circumstance that had initially affected the development of the second flight course of the year.
According to sources within the program who spoke to Best Shot Aircraft, rescheduling the course for 2026 has not been considered. The main reason is that the TLP schedule is defined well in advance, and any subsequent modifications could affect other activities already coordinated.
“The schedule was planned last year, and changing it has not been considered, nor does it make sense, due to the effect it would have on other scheduled activities,” stated the multinational program, headquartered at Los Llanos Air Base in Albacete.
A schedule that will proceed according to the original plan
Thus, the TLP course schedule for 2026 will continue as initially planned. The program confirms that no modifications will be made due to changes in the planned deployment for the US exercise.
“The schedule remains as planned, as reflected on the TLP website,” the organization states.
The Tactical Leadership Programme is one of Europe’s leading centers for advanced tactical training for combat aircrews, regularly bringing together units from various allied air forces to train in highly complex multinational environments.

Planning a year in advance
Organizing TLP courses requires detailed planning that begins months in advance. According to the program itself, the scheduling of both flight courses and academic activities is established at the end of the first half of the preceding year.
This process involves close coordination among multiple stakeholders, both internal and external. These include the TLP structures themselves, the participating air forces, the authorities responsible for airspace management, and coordination with other national and international exercises.
Rescheduling a flight course is extremely complex.
Once the operational year has begun, introducing changes to the schedule is especially difficult. The availability of the various air forces to participate in previously unplanned activities is usually very limited, which complicates any attempt to reorganize the calendar.
“Rescheduling certain courses at short notice, specifically flight courses, is very complex, if not impossible in many cases,” the program explains.
Although rescheduling could be considered in exceptional circumstances, the TLP believes that it is usually best to maintain the original plan to avoid jeopardizing other already scheduled activities.
In this context, the TLP 2026 schedule will continue to unfold according to the initially established plan, without rescheduling the second flight course, which had been affected by the planned deployment for Exercise Red Flag.
